regarding skill points

isit possible for de skill points gained after lvl 120 to be used on 2nd job skills. cuz when i wanted to use it to max my 2nd job skills, they said You're lacking lvl 1 skills. But den de skills points i gained after lvl 120 could be used to max both my 1st and 3rd job skills though. Hope to see a reply. Thx alot.
